In response to the Environmental Protection Agency (EPA) municipal stormwater permit requirements, the City of Houston, Harris County, Harris County Flood Control District and the Texas Department of Transportation formed a Stormwater Management Joint Task Force (JTF) to prepare the required National Pollutant Discharge Elimination System (NPDES) permit application.

The JTF submitted the joint Part 1 and Part 2 permit applications to the EPA on November 18, 1991, and November 16, 1992, respectively. The permit application was accepted by the EPA and became effective on October 1, 1998.

The permit provides the JTF an opportunity to propose appropriate management programs to control pollutants that discharges from its municipal separate storm sewer systems (MS4).

The JTF is responsible for planning, developing and implementing the Stormwater Pollution Program under the ordinance of the NPDES permit.
