PHASE II

The Phase II stormwater regulations cover smaller municipalities that manage stormwater facilities that are located in urbanized areas as well as those that Texas designates.

Status of TCEQ Phase II Permit

TPDES General Permit TXR040000 was issued on August 13, 2007, and authorizes the discharge of stormwater to surface water in the state from small municipal separate storm sewer systems (MS4s). Small MS4 operators that choose to obtain authorization under this general permit must submit a stormwater management program (SWMP) and a completed notice of intent (NOI) form to the Texas Commission on Environmental Quality (TCEQ) on or before February 11, 2008.

Do You Know If You Are a Phase II Community?

Operators of small MS4s should refer to the TCEQ map and to the EPA map of Urban Areas to determine if they will have to meet the requirements of the Phase II Texas Pollutant Discharge Elimination System (TPDES) permit.

Public Education Program

The JTF Stormwater Management Public Education Program has a comprehensive program that helps residents understand stormwater quality and how to protect it.
